Option I
Many growers germinate seeds very successfully in this way:
put the seeds between two wet cotton pads, as soon as the tap root appears, the seed can be planted. The seed shall be planted with the tap root downward.

Option II
Option 2 is also a good way to germinate seeds: seeds are placed in a glass of clean water for 24-48 hours. As soon as the first little root is visible, you should plant the seed in soil. The seed shall be placed with the tap root downward.
